Funded by the World Bank, Spur empowered villagers in Ruvu Wards to participate actively in local planning and budgeting. Using participatory workshops and community mobilization, it built village committees, improved dialogue, and increased accountability. Results included the development of village plans, better citizen-leader collaboration, and subsequent scaling of community-led initiatives. Challenges included limited long-term funding and political divides. Lessons highlighted participatory approaches’ effectiveness and the importance of trust-building for sustainable local development.
